Unity will not open, failed to update manifest.json,Unity will not open because of a package error.

Unity won't open, it just keeps on giving me a "failed to update project manifest" error. I used to get a "packages could not be resolved" error with the old version I was using but now failed to update project manifest error is happening. I've tried many fixes including deleting the package-lock file and deleting cache and library folder but none are working. ![image of error][1] [1]: /storage/temp/165577-error.png
